ヨーロッパの温暖化対策（EU climate and energy package 20-20-20）

温暖化対策としてEUが掲げているスローガンに「20-20-20」というものがあります。

  • A reduction in EU greenhouse gas emissions of at least 20% below 1990 levels
  • 20% of EU energy consumption to come from renewable resources
  • A 20% reduction in primary energy use compared with projected levels, to be achieved by improving energy efficiency.

そのスローガンに関連し、European CommissionがGHG（GreenHouse Gas）の排出量を30%に引き上げる提案をし、その提案にフランスおよびドイツが反対しているという記事がありました（Two into three won't go - Europe and climate change）。

現在、世界各国から排出量削減目標が示されていますがこれからどのような方向に向かっていくのでしょうか。
